94 thunderbird is studdering and when i press the gas the rpm goes down and eventually the car dies out and..?

Wont start it'll stay started for about two seconds then it die's.. I think it's the fuel filter because if it was the fuel pump it wouldn't start at all right?? what do you guy's think dirty fuel filter? i have been drving it with pretty low gas and it was sittin for months before i got it started.. is that my problem? thank you..
