What is the line that separates music between commercial product and fine art?

I believe anything that isn't made solely for the intent of making a profit and has an effort put into it could be considered fine art. Ke$ha for example, is a money making tool, using generic pop beats and lyrics lacking any depth. Fine art doesn't have to be formal and "civilized," but it has to be genuine.
