Make it an indoor cat, or put it on a leash outside so it doesn't roam near your neighbor(Yes cats can be tied out on a lightweight line). Indoors is definitely a good option if your neighbor is attempting to steal your cat, they don't lose out on their lives or anything like that from it and it's actually safer(no cars, cat thieves or getting lost to be worried about).
