It depends on who you were an where you were, bu the answer would be in most cases, no. Virtually all of German occupied Europe suffered severe food shortages as the war dragged on. European countries in many cases stripped their colonies bare, so there was famine in various places around the globe, a million people died of famine in Vietnam in 1940 for example. Only in the US and Canada were food supplies adequate, and even then there were shortages.
