I need help with my eyebrows!...?

I'm a guy and I've always had weird eyebrows. They have alot of hair at the beginning but the farther away from the start of them they get thinner. Do you think putting rogaine on the thin parts would even it out with the rest? Also does rogaine only work if you have hair follicles their?
