What are the rules regarding debit / credit card applications if not been resident in the country very long?

& what criteria effect ur points ? my new adress code if the previouse tennant had a bad credit record would that effect my current application ? I have been told that that is indeed the case if I have maintained a good balance in my savings account for more than two years Why is it so hard to open a current account ? do I need to beg for an account? Why does a person get penalised when paying cash ? I could not hire a car without a credit card Is everybody greedy for interest? why can I not bye anything ? over the internet Like C.O.D. Why do I need to appologies for paying cash are all the shops frightened that employees will steal the cash.? Strugaling to adapt to rules that I am unaware of could anybody please wisen me up ? thanks in advance.
