Where do I begin with coastal fishing in the UK?

Never fished at all before, where the heck do I start? What do I need, and what are some good resources for coastal fishing in the UK. Do I need a permit? I will hopefully be fishing in Dorset (Bournemouth and Poole area) and Devon (Torbay area).
